It can be challenging to open a casino in Iceland. In fact, Háspenna is one of the only places in Iceland that you might consider a casino. 

In addition to Háspenna, several other gambling establishments allow you to play slot machines, and they all have received a licence from the Icelandic Ministry of Justice, after demonstrating that they:

• Operate on a non-profit basis: any gambling establishment in Iceland must show that it uses the profits for a positive cause approved by the approving committee. Among these are charity and education purposes, for example.
• Prove that they have experience in gambling: this condition is one of the issues that make it so difficult to open a gambling establishment in Iceland. Most companies that have experience in this industry do make profits from gambling and have no interest in non-profit endeavours.
• Operate in a designated area: the designated areas approved by the Government are restricted to Reykjavík and the Keflavík International Airport.

After meeting these requirements, the Ministry of Justice will consider the application on a case-by-case basis.

• A maximum of 10 gaming tables per casino or slot machine hall.
